Subject : Connecticut State Police Reaccreditation

Dear Governor M. Jodi Rell and K. Shepard,

Not only would I like to see the Connecticut State Police not receive reaccreditation, I would like to see the Connecticut State Police abolished, reasons for this to follow.

This Hartford Courant story with comments is my reason for writing this email: [click]

I wanted police help, protection and service. I went to elected officials in Stafford Springs, Connecticut, and even wrote a letter to Bush. Letter, my photo, and story: [click]

I dialed 911 after a powdered cocaine drug dealer picked me up by my neck, beat me, and bit into my ear so I bled down to my testicles, soaking my underwear with blood.

The two customers of the dealer left on the scene claimed not to have seen anything or know who attacked me.

I did the police work and found my assailant.

The witnesses were contacted by police and suddenly remembered that I had attacked their friend's teeth my ear and he was afraid of me.

Only I was arrested and faced a year and half in prison. I beat that rap.

Connecticut State Police allegedly offered an informant $10,000 to set me up for a felony arrest where officers could beat me and then arrest me for attacking them. More: [click]

Did Connecticut State Police Officers soon after, pull over a woman that I was dating, pull her
over outside of my house, grope her, find out she wasn't wearing underwear, insert their fingers,
then follow her 45 minutes to her home, repeat the process of pulling her over and sexually
assaulting her, threatening her not to report them and not date me?

Did police pay an informant possibly with $10,000 to kill a citizen who lodged a police misconduct complaint? More: [click]

I believe former Police Commissioner Arthur L. Spada placed me on the secret enemies list for having proposed Civilian Oversight of Police and for the letters to the editor I wrote, printed in newspapers.

Please check out my docket # CR01-0074672
It should prove there was illegal collusion between Arthur L. Spada and Judge Jonathan J. Kaplan. I had emailed Arthur L. Spada the text of the letter I had written to the US DOJ regarding forcing the Connecticut State Police to take the USDOJ community policing webpage of the CT State Police website. Kaplan flipped out on me on court, proving illegal collusion with Spada.

A police officer can be felony arrested for using gas to go home during break for lunch. Spada falsified records to hide that a taxpayer paid driver took him to go out golfing when he was supposed to be working.

Spada can't account for Homeland Security Funds. I request that Arthur L. Spada be felony arrested.

What happened to me is all too common. I wish to see that the Connecticut State Police do not
receive international recognition for being good cops when overall, they are not. I would like to
see the Connecticut State Police abolished, and there needs to be a Connecticut Highway
Patrol put in its place without an Internal Affairs Unit and without most other duties other than
patrolling highways.

I ask that my false arrest, false imprisonment, and false criminal record be address where my
record is expunged and I and others are compensated as victims of the Connecticut State
Police.

I believe Connecticut State Police attempted to have me beaten up or worse in prison.
Parole Officer, Eric Ellison told me upon my release from prison that I would spend the rest
of my life in prison if I contacted news reporters or lodged complaints against police.

In Feb, 2003, I turned over what I knew about former Gov. John G. Rowland's scams while
he was still the Republican Golden Boy of the Party destined to be President and information
on Spada and Kaplan. I hope to actually see American Justice.

Thank you,

I, Steven G. Erickson, am personally responsible for Connecticut losing millions of dollar in lost revenue and taxes. Citizens are moving out and not moving to Connecticut.

One bad review undoes hundreds of good ones.

Maybe I will have been the major contributing factor for sending not one, but two, Connecticut Governors off to Federal Prison.

Connecticut will become an American State, so help me God.

The Hartford Courant wouldn't let me put this entire response in:

[QUOTE who="love the police"]same three stories all the time, no new evidence, and just a crappy blogspot to back it up.... no one is listening. You want to not get harassed? here's a crazy thought, dont get in trouble or into a situation where you have to be in contact with the police![/QUOTE]

I just commented on the Stafford Court story of a Black Stripper disappearing from a local strip club and Stafford property being searched for her remains.

I commented in that piece that police there don't do honest investigations as I reported up sawed up human remains possibly being in the wall of the rental properties I used to own at 3 Church St, Stafford Springs. I posted a link to this video of the properties:
http://www.youtube.com/watch?v=_wXNBH7O-HQ

Police don't investigate crimes as much as they collect revenue and retaliate against "Mouthy" citizens.

Connecticut State Police Internal Affairs don't investigate complaints into police misconduct, they may go through the motions. There policy is "arrest and discredit" complainers.

Do you want evidence?

Why don't you read the New York State Police report pdf on the Connecticut State Police, 168 pages of taxpayer abuse. The official reports give the Connecticut State Police straight across the board F's. They are such an embarrassment to the uniform the Connecticut State Police should be abolished, PERIOD!

Anyone can get the actual documents on gross police misconduct. Just read my closing statements where no jurors were present. A worker for the police was the jury foreman and the jury was shown a VHS tape of how to find me guilty, nothing about reasonable doubt or finding me innocent.

My attorney who charged me over seventeen thousand dollars to defend me against the charges I received for pepper spraying the mugger who beat me and admitted on the stand to threatening my life while demanding my wallet, told me that police and Judge Jonathan Kaplan told him he was not allowed to defend me after Attorney Michael H. Agranoff intentionally blew my case and helped railroad me to prison.

The day before I was to be sentenced I sent a letter to the USDOJ in Washington DC, and I emailed the text to former police Commissioner Arthur L. Spada. If Judge Jonathan Kaplan yelled at screamed at me on the record the next day I would have the only proof that there was illegal collusion between Spada and Kaplan.

I have not had the thousands of dollars to buy the trial transcripts to prove my case. Justice is held hostage.
So, let's see if trial docket # foud here:
http://thegetjusticecoalition.blogspot.com/2007/01/legislating-solution-to-police-state.html

Probably not as it could be proven that Troopers Amaral and Langlois committed perjury. Sgt Sticca said I "confessed" in Troop C lock up. I asked Major Wheeler to have Sticca arrested for making a false statement to police by reviewing lock up audio. I heard nothing of "confessing" again.

Connecticut State Police have a secret "Enemies List" and they go after targets for political reasons.
If Connecticut State Police weren't so abusive and dishonest, the Ken Krayeske case that inspired legislation would not have been passed:
http://starkravingviking.blogspot.com/2007/01/can-political-activitists-be-arrested.html

Connecticut Department of Administrative Services in the Domestic and International spying ring of the Connecticut State Police.
They monitor and hack computers to prevent police, officials, Yale University staff, and corporate friends from getting into hot water. DAS is supposed to procure funds, not spy.
DAS hacked into Kathleen Dickson's computer after she was listed as an expert witness by the FDA and took a dangerous Lyme Disease drug off the market. Yale University staff and Glaxo Smith Kline people could have then faced racketeering, obstruction of justice, and fraud charges. It was easier to railroad Kathleen Dickson than to lose millions if not billions and to put White Collar Criminals in jail for this:
http://www.youtube.com/watch?v=4gZ1mhwZt-Y
Lisa Masterson in the London area of the UK, also made the same claims as Kathleen Dickson, was also hacked by Connecticut Department of Administrative Services. And just like Kathleen Dickson in the US, Masterson's kids were taken away and she was hauled off to prison to shut her up.
There you have it, Connecticut State Police, International Bleepholes.

I just emailed this complaint in by email about the Enfield PD:

To whom it may concern:

If Hartford Courant articles are back searched a pattern of citizen abuse and recklessness of officers in the Enfield Connecticut Police Department can be seen. They cover up for police misconduct and retaliate against citizens.

Donald Christmas, a Thompsonville section of Enfield property investor has long been a target of Enfield PD in numerous harassment incidents and false arrests. Donny like other small business owners and property investors needs police to act as advertised to survive.

Donny was attacked by an Enfield Police Officer's 16 year old prostitute girlfriend in front of children and his wife on his own property. Only Donny faced a year and a half in prison. That arresting officer later left the scene of an accident in a prostitute section and was relieved of duty.

Don claims that Enfield Police officers have gone to his employers and intimidated them into firing him from at least 3 jobs. Don also claims police tried to illegally seize his home computer to try and set him up for something. Don claims that a statement that was false and that his wife had not read was presented to the wife in order that Donny be falsely arrested. This pattern will repeat itself, this is common with the Enfield, Stafford Springs, and Connecticut State Police departments.

Don Christmas can be reached at 860-[snipped]

I, Steven G. Erickson, can be reached at 802-[snipped].

State Police To Be Assessed For Reaccreditation
April 18, 2007
By TRACY GORDON FOX, Courant Staff Writer

A team of assessors that will determine whether the Connecticut State Police should be reaccredited has been briefed on the recent turmoil within the agency's internal affairs division, and how the department responded to it, state police said.

"Our life is an open book," said Lt. J. Paul Vance, a state police spokesman. "They are aware of it and reviewed all the information. It is a review of the entire agency in full."

The state police was first accredited in 1988, the second law enforcement agency in Connecticut and the third state police agency in the country to receive International Law Enforcement Accreditation, a voluntary recognition process that measures law enforcement excellence. The department has earned accreditation every year since.

But this year may be the most tumultuous year since the department has been accredited. It recently went through an entire management change, bringing on a new commissioner and a new colonel, following a scathing report by the New York State Police on the state police internal affairs division.

The 168-page report by the New York State Police and the Connecticut attorney general's office, released in December, outlined misconduct and improper influence in cases against troopers that involved domestic violence, sexual assaults, drunken driving and larceny. The internal affairs unit has since been revamped, with all complaints going to a centralized division.

"We're not hiding anything," Vance said. "It really is a complete overview, including internal affairs. We simply have to present all the facts. We believe we live up to the standards and excellence."

One of the assessors, Don Pike of the Prince George's County, Maryland, police department, said Monday that the management changes and the internal affairs report would be among the factors they look at.

"We take into account quite a few issues, including those issues," Pike said. "Some of the accreditation standards relate to internal affairs."

But how those issues are judged is up to the full 21-member commission. "We are simply the eyes and ears of the commission," Pike said.

In order to gain reaccredited status, the state police must comply with 446 standards. The assessors, who are from the Virginia State Police, the Jacksonville Sheriffs Department in Florida, and the Maryland Police Department, will review written materials, interview people and visit barracks and units within the state police, Vance said.

Once the assessors complete their review of the agency, they report back to the full Commission on Accreditation for Law Enforcement Agencies, based in Virginia.

Anyone wishing to offer comments to the commission about the state police's ability to meet the standards for accreditation can write the commission at 10302 Eaton Place, Suite 100, Fairfax, VA 22030-2215, or call 800-368-3757.

Sure, like this is going to make any difference. Until a boatload of CSP bureaucrats are fired - with no pensions, no health care - there will be no change. Remember, that's why the trooper gives you the $100 speeding ticket .. so that the pain of losing a C-note will keep you from speeding again. No punishment, no lessons learned. Very very scary, friends.

If Hartford Courant stories on Connecticut State Police Misconduct were organized to run from the present back 20 years, there would be enough evidence to abolish the Connecticut State Police. The Connecticut State Police should be disbanded.

Police are needed or there is anarchy. But, if police only serve themselves and act as armed revenue collectors spending more money on them and increasing their ranks will do nothing to decrease crime, it will only make citizen abuse more prevalent.

Town and City departments should be bolstered and the Connecticut State Police should be disbanded to form a Connecticut Highway Patrol.

The biggest weaknesses of the Connecticut State Police is its quality control. If Internal Affairs can't even protect officers from "Gay Bashing" each other. Story:
http://starkravingviking.blogspot.com/2006/11...
Note the freespeech.com links in above link no longer work.

The Connecticut State Police oversee all other departments, so they are also currently committing the same crimes such as skimming drugs and money from drug busts.

The former Police Commissioner Arthur L. Spada was the head of police and did not have actual police powers. Spada was previously a judge. He got "Cop Fever" and wanted to play "cop", so Spada was pulling citizens over using lights, and embarrassment to trained officers.

Spada's chief of staff was caught for fraud, theft, and other crimes, and Spada passed it off as that is common State Police conduct, everybody does it.

Spada falsified official records to hide that he was collecting pay and being driven around at taxpayer expense to be out golfing. A regular officer can be felony arrested for stealing the gas it takes to go home during lunch! Spada would fire or demote officers that would refuse to salute him!

The highest ranking police woman was demoted out of Spada's office because she is a woman. Spada commented that Marjorie Kolpa couldn't hit golf balls from the blue tees.

State Police have not been able to account for homeland security funds.

Officers had improper relationships with prostitutes and drug dealers. Officers retaliate against citizens that lodge police misconduct complaints and even arrange "hits" on citizens possibly using your tax dollars to have people whacked:
http://thegetjusticecoalition.blogspot.com/20...

If police act like this, why should they continue "as is"?

Civilian Oversight of Police is needed. Ritt Goldstein proposed legislation to the Judiciary Committee Legislators back in Dec. 1996. He assembled victims of police misconduct, the former Mayor of Norwalk, and international experts. The video is shocking for its contents and revelations. Things are only worse now as there is more secrecy and retaliation. Ritt Goldstein was so harassed by police for proposing the legislation, Ritt fled to Sweden seeking political asylum.

Ritt's video:
http://www.youtube.com/watch?v=YB2jYaNpFrQ
Note: the video is not of the best quality, but it shows how officers get away with beating and raping women.

Citizens are actually fleeing the US because of the abuse suffered at the hand of the Connecticut State Police and their rubberstamp courts.

I believe Spada had me falsely arrested and put in prison tapping on police under him and acting in collusion with Judge Jonathan Kaplan to railroad me to prison for having proposed Civilian Oversight of Police. A legislative aid to former Rep. Mordasky told me I was to be retaliated for proposing Civilian Oversight of Police and for upsetting Spada with what I wrote in letters to the editor printed in newspapers.

If the First Amendment is to apply in Connecticut, the Connecticut State Police need to be abolished.

if they get "re-accredited" after this disaster then we know the "fix" is in and this process as a whole, is just a joke !

I was informed that there is an email address where complaints regarding the Connecticut State Police can be emailed into:

kshepard (At) calea.org

I intend to inform them about the Connecticut State Police power grab. The Connecticut Sheriffs were targets of the Connecticut State Police because there was a political fued, power struggle, and fight over funds.

I was critical of police and had complained to elected officials about police behavior when I owned a single family house. I was slammed up against my house by the Stafford Officer Prochaska. He is overweight and said he would not take a walk with me on a Friday night so I could show him where criminals were selling heroin, crack cocaine, marijuana, stolen guns, and would disturb the neighborhood vandalizing vehicles and homes. The officer was too lazy and arrogant to do his job and tried to get my then wife to make a false complaint against me. She didn't.

A drug dealer picked me up by my neck beat me, and chewed into my ear. I had blood running down my neck to my testicles. I called 911, and the drug dealers powered cocaine customers told police they didn't know who attacked me, as the dealer thought I was an undercover cop. Prochaska re-investigated the case after I did the police work and found the name of the criminal who attacked me. The witnesses that didn't remember their friend, suddenly remembered. Prochaska refused to arrest my attacker and I was arrested facing a year in prison for attacking my assailants teeth with my ear. Info, scroll down in this link for pics and more:
http://thegetjusticecoalition.blogspot.com/

I beat that rap.

I was on the Connecticut State Police secret "Enemies List" by former Connecticut State Police Commissioner Arthur L. Spada.

Tax dollars were spent for police officers to follow me around. Sometimes 5 or more cruiser would be parked in front of my house and Connecticut State Police Officers would just stare at me, not answering radio calls to them from dispatch, saying things over the radio, "You all just can't hang out at Erickson's house, there are accidents ..."

I was then attacked on my property by a police informant after being stalked, harassed, and nearly beaten a number of times before he finally caught me in my dark driveway. I peppersprayed him.

I was current on 3 mortgages and had a contracting business built up over 2 decades. I got prison in a fixed case. A Connecticut State Police Officer(s) allegedly pulled over a woman I was dating, found out she was not wearing underwear, groped her, terrorized her into being quiet, agreeing not to date me anymore, where they or he inserted his fingers in her.

Will Connecticut Police pay $10,000 to have citizens that make police misconduct complaints killed or set up to be railroaded to prison? more:
